Is 3CX the right phone-system buying model for your business?
Review genuine free and paid routes, simultaneous-call licensing, hosting responsibilities, UK SIP/999 readiness, support ownership and full contract cost before choosing.

View the four buying and support layers
The real 3CX buying stack
A licence is one component of a working business phone service—not a complete carrier or support contract.
Quick verdict: 3CX is worth shortlisting if you want PBX control, can appoint an accountable IT or partner owner and can validate the total cost of licensing, hosting, SIP, support and recovery. It is less straightforward when you require one supplier to bundle and guarantee the complete service. “Free” applies only to particular restricted routes.

Our assessment: when 3CX makes commercial sense
3CX can be a strong shortlist option for a UK organisation that values control of its PBX and can assign competent responsibility for hosting, SIP connectivity, updates, number management and support. Its system-based, simultaneous-call licensing may be attractive where many users do not all make calls together. Those are buying advantages to investigate, not proven savings for every organisation.
Consider 3CX when…
- You want to specify the PBX and choose a supported SIP carrier.
- Your team or managed partner can own phone-system administration and recovery.
- Your requirements justify sizing by concurrent calls rather than buying identical per-user bundles.
- You can test call flows and device needs against the exact edition before signing.
Consider other operating models when…
- You need one supplier contractually accountable for phone software, carrier, network and end-user support.
- You cannot sustain PBX maintenance, backup tests or a qualified external support arrangement.
- You require guaranteed edition-specific functions that the proposed free or Basic route excludes.
- You need transparent bundled per-seat pricing with little integration work.
Our conclusion is a conditional buying assessment based on published product documentation and UK operational requirements. CompareVoIPService has not carried out controlled 3CX call-quality, uptime, incident-response or independent security tests. Read our separate 3CX phone systems explainer if you need the complete architecture rather than a purchasing decision.
Is 3CX genuinely free in 2026?
Yes—3CX currently documents two materially different no-licence-cost entry routes. Their restrictions matter more than the word “free”. Both require you to understand how external telephone calls and UK numbers will be provided.
| Route | Who can use it? | Hosting | Main restrictions to check |
|---|---|---|---|
| SMB Free | Small organisations, up to 10 users | Shared service hosted by 3CX | Not the same as a dedicated commercial PBX. Check supplied feature set, user/tenant conditions and selected SIP charges. |
| 4SC Basic Free | Up to 10 users and 4 simultaneous calls | Self-hosted only | No IP phones and no CRM/API integrations in this edition; self-hosting, activation and annual manual renewal conditions apply. |
| Paid Basic, PRO, AI | Subject to SC sizing and published user/extension limits | Eligible 3CX-hosted, self-hosted or on-premise routes | Annual system licence; separate SIP/carrier/number/hosting/support charges may apply. |

3CX states that 4SC Basic Free keys not activated within 60 days are deleted and activated licences require manual annual renewal via its portal. This is not a claim about the terms of SMB Free; keep the two products separate. The official SMB Free page, 4SC Basic Free specifications and March 2026 release notes set out the conditions.
Basic, PRO or AI: buy the capability you will actually use
3CX’s current commercial portfolio describes Basic for core telephony, PRO for richer contact-centre and integration needs, and AI for additional AI and resilience functionality. Feature access depends on edition, deployment, applicable licence size and version. Verify your shortlisted specification line by line against the current official feature comparison.
| Buyer requirement | Relevant evaluation route | What to confirm in writing |
|---|---|---|
| Core user apps, calling and basic routing | Basic or the applicable free route may qualify | Number of users, call capacity, eligible client/phone types, routing features and administration. |
| CRM data logging, contact-centre workflow or advanced reports | Evaluate PRO or above | Exact supported CRM, API rights, queue/reporting requirements, user roles and any ancillary licences. |
| AI agents, expanded transcription, summaries or product failover | Evaluate AI | Product/hosting prerequisites, data processing, licence limits and failover design; do not infer all AI features are bundled without conditions. |
Simultaneous calls: the pricing model that changes the comparison
Commercial 3CX licensing is purchased per system, with the edition and simultaneous-call (SC) size determining the licence choice. An SC is an active call; 3CX notes that both internal and external calls count. A registered user does not itself consume an SC while idle, but every licence size also has recommended and maximum user or extension limits. See the official licensing explanation.
Measure the real busiest interval, including internal calls, transfers and concurrent external demand.
In this hypothetical example a buyer would investigate the next eligible published SC tier above its required headroom and check the tier’s maximum extension count. The example deliberately avoids declaring a final 3CX licence size: traffic distribution, feature edition, temporary peaks and resilience requirements must be validated by the supplier.
3CX UK pricing: what a real quote must include
A single “from £X per user” comparison is misleading here because 3CX commercial licences are system-priced, and a UK business still needs the surrounding service. Official 3CX prices may be displayed in a different currency and exclude VAT; reseller, carrier and hosting prices vary. We do not publish an unsupported UK monthly price for 3CX.
| Charge or duty | One-off or recurring? | Evidence to demand |
|---|---|---|
| 3CX edition and SC licence | Usually recurring annual subscription | Exact edition, SC tier, duration, renewal price and tax basis. |
| PBX hosting, VM/server or managed hosting | Recurring; some setup | Included infrastructure, backups, updates, permitted devices and who restores service. |
| UK SIP trunk, DDIs and outbound calls | Recurring plus possible usage | UK numbers, porting, call allowances, mobile/international rates, caller ID and emergency routing. |
| Phones, headsets, SBC, switches, UPS | Device and replacement costs | Compatibility by model, provisioning method, remote-user arrangements and support. |
| Deployment, training and administration | Setup and recurring support | Who configures routing, user permissions, queues, changes, upgrades and incidents. |
| Recording, CRM, AI and integrations | Edition / optional services | Exact entitlements, storage/retention charges and connector responsibilities. |
| Exit, renewal and recovery | Contract-dependent | Number portability, backup export, data retention, termination notice and vendor migration assistance. |
Year-one licence + hosting + SIP/numbers/call usage + support + implementation + compatible devices + any applicable VAT = comparable first-year commitment.
Re-run the calculation for year two using renewals and ongoing costs rather than repeating genuine one-off setup fees.
Use our VoIP hidden-costs checklist to challenge quote terms across providers. Confirm the same call volume, number estate and support scope before comparing 3CX with a bundled hosted system.
Who hosts and manages your 3CX system?
3CX separates the PBX software from the operating environment. That provides deployment choices but also changes incident and recovery ownership. “Hosted by 3CX” does not automatically mean that 3CX acts as your SIP supplier or outsourced user helpdesk. Its hosted-service documentation describes scope and exclusions.
| Operating model | Typical ownership | Question before signature |
|---|---|---|
| Hosted by 3CX | 3CX manages the eligible hosted platform and OS layer; customer/partner has remaining service duties. | Who configures SIP trunks and phones, manages customer backups and deals with end-user faults? |
| Self-hosted cloud | Customer or MSP operates the cloud account and PBX estate. | Who owns VM availability, OS/app maintenance, backups, monitoring and security response? |
| On-premise | Customer or MSP operates site hardware and local dependencies. | Who owns mains power/UPS, WAN, replacement parts, patching and site failover? |
Do not collapse PBX backup, carrier failover and business continuity into one setting. 3CX’s failover documentation states that product failover requires a qualifying AI Edition licence and is not supported for systems Hosted by 3CX. A second internet path, SIP failover and user mobile fallback need their own design and acceptance tests.
UK numbers, SIP trunks, porting and 999/112: the non-negotiables
3CX does not itself replace the commercial relationship with the telecoms provider issuing business numbers and PSTN access. Its UK SIP compatibility catalogue distinguishes 3CX-tested and provider-tested options, each with configuration notes. Being listed is evidence of tested compatibility, not proof that your precise UK numbering, tariff, support and resilience requirements are covered.
- UK phone numbers: identify every geographic, non-geographic and DDI number; confirm whether the carrier supports inbound, outbound CLI and required porting arrangements.
- Emergency calling: obtain written evidence that 999/112 routing and caller-location data work for each fixed/nomadic user scenario; do not assume the PBX licence guarantees this.
- Network and power: document what staff will do if office broadband, power, carrier or PBX service fails.
- Call testing: verify normal business calls, queue/IVR, transfers, caller ID, voicemail and carrier portability; use a supplier-authorised emergency-test procedure rather than placing unnecessary real 999 calls.
Ofcom’s General Condition A3 guidance covers emergency access and caller-location obligations on regulated providers. Our The emergency-calling obligations deserve a separate supplier test, while number porting guidance covers the transfer process.
3CX pros and cons in a UK buying context
These are criteria-led strengths and constraints inferred from official product and service boundaries, not results from our own comparative laboratory testing.
Reasons to shortlist
- System-level simultaneous-call licensing can suit uneven or shared calling demand.
- Choice of 3CX hosting, self-hosted infrastructure or on-premise deployment.
- Choice of eligible SIP providers, numbers and supported telephony devices.
- PRO/AI routes support more sophisticated customer-contact and integration requirements.
- Clear separation between PBX application, telephony carrier and infrastructure makes responsibilities specifiable.
Trade-offs to assess
- Extra supplier coordination compared with a fully bundled managed subscription.
- Edition, SC, user limits and feature availability need careful matching.
- Hosting and support may be separately contracted; backups and incident recovery need named ownership.
- Free routes exclude important capabilities and may impose hosting or device limits.
- Independent assurance of uptime, security controls and real-world call quality is not established by feature lists.
CRM, call recording, security and administration
Choose an integration only after confirming the exact edition. 3CX documents CRM/integration functionality in the PRO/AI product range and excludes CRM/API integrations from 4SC Basic Free. An app catalogue logo does not establish that a particular customer-record field, recording link, mobile call or queue transfer will synchronise correctly.
Before a trial, specify a sample customer journey: inbound number → queue → agent → caller match → call notes → CRM record → supervisor/audit report. Test three cases: known caller, unmatched caller and ambiguous shared number. If the requirement is primarily CRM workflow, use our VoIP + CRM integration assessment as the cross-platform framework.
For security and privacy, assign owners for access, MFA, updates, API tokens, recording consent/transparency, retention, audit logs, export and incident response. We have not run a security assessment of 3CX and do not claim that these controls are verified in any specific installation. Refer to our VoIP security guide and business call recording guide for wider operational checks.
Who supports 3CX when a call fails?
Fault resolution can cross at least four parties: the 3CX product, the hosting operator, the SIP carrier and the local network/devices. The person on duty during an incident matters more than the marketing statement “support included”. 3CX publishes specific support eligibility and exclusions; verify the partner’s actual contract, working hours and escalation path as well.
| Fault scenario | Typical first owner to name | Proof required |
|---|---|---|
| Inbound numbers stop ringing | SIP carrier and PBX support owner | Carrier incident number, trunk registration/logs, destination test, escalation SLA. |
| Phone app cannot register | PBX administrator / network and endpoint owner | Provisioning, licence/client checks, approved device/firmware, support access. |
| Call quality deteriorates | Network/carrier/endpoint owner, coordinated by lead supplier | Packet capture/quality logs, ISP measures, carrier ticket ownership, repeatable test. |
| PBX software or host unavailable | PBX/host operations owner | Restore point, responsible engineer, recovery time target and recent restore rehearsal. |
| CRM call log missing | Connector/CRM/PBX support owner | Call event ID, connector logs, permissions, retry and reconciliation process. |
Require the quotation to name one lead incident coordinator even when the technical fault falls to another supplier. Ask specifically who answers at 8pm during a critical outage, who can authorise a change, and who controls the backup and administrative credentials.
Where 3CX may and may not be a sensible fit
The scenarios below are illustrative decision exercises, not customer case studies or evidence of measured savings.
| UK organisation | What makes 3CX plausible | What could change the recommendation |
|---|---|---|
| Micro-office: 6 app-first users | SMB Free or 4SC Basic Free may justify an initial pilot with low PBX licence cost. | If desk phones, CRM/API automation, managed support or hosted dedicated control are required, reselect the edition/operating model. |
| Growing service team: 35 mixed users | PRO with properly sized concurrent calls and a supported UK carrier may suit queues and CRM workflows. | Undersized SC, unsupported CRM tasks, call recording rules or unclear out-of-hours helpdesk could negate the fit. |
| Distributed organisation: 100+ users, critical inbound lines | System-licence sizing and controlled infrastructure can suit teams with a capable MSP and documented continuity. | If response guarantees and one-contract responsibility are essential, compare a fully managed alternative on the same SLA and recovery evidence. |
These examples are prompts for quotations and acceptance tests—not licence, performance or cost recommendations. Ask both 3CX and alternative suppliers to quote to the same specification.
3CX review scorecard: assess fit without a fabricated rating
This checklist is intentionally unscored: an invented “8.7/10” would hide the supplier-dependent information a UK buyer actually needs. Record PASS, PARTIAL, FAIL or NOT VERIFIED for the specific edition and deployment you are evaluating.
| Criterion | Evidence to collect | Result |
|---|---|---|
| Edition and users | 3CX edition, feature list, licensed SC tier and supported maximum extensions. | Pass / Partial / Fail / Unverified |
| UK PSTN | Compatible carrier, DDI list, porting plan, tariffs, caller ID and 999/112 location. | Pass / Partial / Fail / Unverified |
| Host, update and backup | Named infrastructure owner, patch plan, remote backup and restore test. | Pass / Partial / Fail / Unverified |
| Calling workflows | Sample IVR/queue, transfer, voicemail, apps, recording and mobile tests. | Pass / Partial / Fail / Unverified |
| Integrations | Specific CRM/task sync, user access, data retention and exception handling. | Pass / Partial / Fail / Unverified |
| Support and failure recovery | One lead fault owner, escalation route, service hours and proven fallback. | Pass / Partial / Fail / Unverified |
| TCO and exit | First- and second-year itemised GBP/VAT quotes, renewal, DDI export and exit rights. | Pass / Partial / Fail / Unverified |
12 acceptance tests for a 3CX pilot
Give the same test script to your partner or IT administrator and record evidence, not just a verbal demonstration. Use test numbers and appropriate non-sensitive records.
- Confirm the installed edition, licence key/SC allowance and permitted user count.
- Complete two simultaneous inbound calls and a separate outbound call, then test the expected busiest-hour concurrency.
- Call every main business number and sample DDI to confirm correct queue or destination.
- Confirm outbound caller ID is correctly presented for authorised users.
- Test IVR, call transfer, ring groups, voicemail and business-hours routing.
- Test web, desktop and mobile client workflow; test a supported desk phone if required.
- Validate one matched, unmatched and duplicate CRM record where CRM integration is in scope.
- Verify recording permission, retention and export where enabled.
- Demonstrate the approved UK 999/112 location process and power-failure advice without placing unnecessary live emergency calls.
- Disable or simulate a planned noncritical dependency and document fallback behaviour.
- Demonstrate a successful backup and a controlled restore, with admin credential handover.
- Obtain one-year and renewal quote details, support escalation contacts and number-porting/exit documentation.
If a supplier cannot demonstrate a requirement, record it as not verified. Commercial claims and product capability should be dated and attributable to the relevant edition and supplier.
When to compare 3CX with another buying model
It is reasonable to explore alternatives when the 3CX operating responsibility does not match your in-house capacity. A bundled cloud phone subscription, a reseller-managed 3CX deployment and a self-hosted PBX may all meet the same calling requirement while creating very different contracts.
For a specific managed-hosted versus 3CX decision, see our Gamma Horizon vs 3CX comparison. For a broader procurement starting point, see the VoIP Buyer’s Guide. Neither link implies that a different platform is automatically better.
Do not take this 3CX review as a side-by-side ranking against Yeastar or another PBX; those are separate comparison tasks that require equivalent evidence for both platforms.
3CX UK review: common buyer questions
Is 3CX free for a UK business?
3CX currently advertises SMB Free for up to 10 users and a separate self-hosted 4SC Basic Free route. Each has restrictions. You will still normally need UK carrier, numbers and possibly infrastructure or support services.
Does 3CX charge per user?
Its commercial licensing is system-based, sized by edition and simultaneous-call tier. User and extension limits still apply, so it is not unlimited by default.
Does 3CX include UK phone numbers?
Numbers and PSTN calling are arranged with a compatible SIP/telephony provider. Verify charges, porting, emergency routing and support with that provider.
Can I use desk phones with 3CX Free?
The 4SC Basic Free edition explicitly excludes IP phones and is aimed at app/web-client use. Check the distinct SMB Free route separately and do not assume features carry across editions.
Is 3CX Hosted a fully managed business telephone service?
Hosted by 3CX provides eligible PBX infrastructure hosting. SIP configuration, devices, backups and end-user service responsibilities need separate confirmation with your administrator or partner.
Can 3CX guarantee 999/112 calling or business continuity?
No PBX software licence by itself proves emergency calling or resilience. Check the carrier, caller-location records, power/network contingency and actual supplier arrangements, and follow an authorised test procedure.
What is the most important question before buying 3CX?
Ask who will own and resolve a critical calling failure across PBX, hosting, SIP, network and user devices—and ask for the evidence in the support contract.

Turn product claims into a supplier-ready requirement
Shortlist a deployment only after every supplier has answered the same call-capacity, UK numbering, support, resilience and commercial questions. This avoids mistaking a low PBX licence charge for a complete phone service.
